Actually, MS13 was a US created gang that became a global problem when, in the 80's, the GOP POTUS (was it Reagan or Bush elder?) began deporting gang members from California back to El Salvador which they'd left as infants/toddlers. The gang predated drug war.

If our own SCOTUS will make accountability & rule of law impossible, then we MUST turn to the ICC to ensure that this is never allowed to happen again.
