Unfortunately it has been for a long time.
If a game is souly pvp and has a price entry the metrics rarely work out.
Arc raiders does because of its pve base game appeal.
I've been part of the process of creating content or casting for these kinds of games, it's nearly this issue every time 😭

Bigg st issue the game has it's a pvp game charging a fee. Biggest issue as the games very solid. 😭
