There's so many better ways to water golf courses than draining a municipal water supply. Not to mention all the pollution of the trucks involved.

Lancaster, Ca had to quickly expand its water treatment facility and develop a recycling pipeline for distribution to address a lawsuit from Edwards AFB- the city's effluent was overflowing onto space shuttle runway. The pipeline waters most of the city's parks and provides ~ 631,000 gallons/day.
