There have been noises afoot over the past few years, including now, by Rs and Ds both, to more limit the Presidential side of that power and restore Congressional power.

Dem vote was 79% of registered Dems, 7% higher than the Huge % Dems got for Joe 2020. No 20% drop as nat'l numbers show, but 7% gain!
I don't buy that "Dems weren't excited and simply didn't show up".
Makes zero sense on the GOTV ground.
