There certainly are systems which I'd agree have rules which aren't really necessary. The viewpoint I'm expounding addresses both them AND systems which (it could be argued) have too *few* rules.

There's nothing that every table agrees on. So that's not a useful standard. The standard must be a) is it going to come up often, and b) are there liable to be arguments if it's not handled objectively (by mechanics, rather than fiat). That's the most reliable way to serve the most gamers.
