I see your point I think it was the word values that tripped me up. Although won’t there be more values on the x axis between the 10th and 30th than between the 40th and 60th for a normal distribution?

Yes it is ambiguous to the point of misleading. 20% of the distribution is between the 10 and 30th percentiles and between the40th and 60th by definition. Regardless of the shape of the distribution.
