The decline began with the internet. I remember a Maguire Spider-Man dvd that was just snippets of online making of promotions that was supposed to be watched before the movie. But they could claim “25 featurettes” with each being 3 minutes instead of editing it together to a real making of.

My go to for that is Millenium (1989). Based on the short story Air Raid by John Varley. Cool time travel concept hampered by low budget that also ran out so they didn’t get to shoot the ending for example and it was on the shelf for several years I believe. Felt more 1982 than 1989.
