Trump doesn't clarify whether he will follow 2019 law, provide back pay -

"We’re going to see. Most of them are going to get back pay and we’re going to try to make sure of that. But some of them are being hurt very badly by the Democrats and they therefore won’t qualify."

Trump says he'll likely announce layoffs in four or five days unless the shutdown ends before then.
