4/ Germany should act in concert with EU partners wherever possible. This will also entail resolving murky divisions of labor between EU and member states on economic security and better managing the uneven internal distributive consequences of deepening cooperation with countries beyond the EU.

3/ Better understanding of prospective partners’ varied priorities and of regional dynamics outside Europe (and the US) is urgently needed. The roster of policymakers and experts with deep knowledge and experience on the Gulf region, the Indo-Pacific, and elsewhere remains way too thin.

2/ Those halcyon days when global politics was supposedly entirely rules-based and when Germany always put values first never quite existed. Still, Berlin is coming to terms with operating under greater pressure and navigating more difficult compromises in many of these international encounters.

Some of the main points from my side:
1/ Global partnerships are key to addressing the existential challenges to its prosperity and security that Germany is facing – though much of the work also has to happen within Europe, notably on deepening and protecting the EU single market.
