Except redevelopment takes years. West Pub/jail site been trying since the 1990s. Central Station been 15+ years in the making. If they're demo'd they will be surface lots for decades.

The city owns the Smith, Wtc, block 19, Robert St ramp, Lawson, Lowertown, and Kellogg ramps

They are city owned. That $ covers debt service, supplements the city's HRA budget, etc

I know that's odd. But here are two ramps, right now. Cars use to be parked to the top floor. Now they sit empty. That's lots of lost $ for the city.
