I doubt that. Even in that case, a partisan Cabinet full of loyalists wouldn’t invoke the 25th. Congress would have to impeach and convict him or her.

His own Cabinet first, then eventually Congress. Given partisan blindness these days, it’s unlikely in the extreme to ever be invoked regardless of who the President is.
