Some humans only want to call out fascism when it is a detriment to their life, even then some can't find the courage or motivation to do it. The one solace of Trump turning the batshit meter up to 11 is more people will be radicalised.

Could be wrong because my 2077 lore knowledge isn't up to scratch these days but I'm pretty sure that would require the soviet union to not have collapsed and for America to have lost the cold war instead having said that cyber psychosis is pretty much real so there's that.
