Somehow I doubt people actually do this, and now I am wondering about the case I had recently where a federal judge concluded the other side was committing fraud upon the court.

Better zoning, first. And in plenty of places, more relaxed liquor licenses. For example, in Montana, a license generally costs $500k because it is tied to gambling machines so they get bought up by casino conglomerates. Small restaurants and new neighborhood bars can basically never get one.

What is the difference between a professor doing this as compared to someone like Ted Frank, who personally objects to class action settlements in order to move Rule 23 law toward his and his donors preferred end, which is closing the courthouse doors to litigants with no reasonable alternative?

I would love to see everyone here sued into absolute oblivion but please look up the Federal Tort Claims Act. Any civil action against ICE or the feds in general is not going to take place in MN state court.
