I think there’s an assumption that green infra like that is easy to tack on (“just add plants”) but it’s advanced science and engineering that requires its own devoted staff. And MWRD is already using their expertise in the suburbs… let them cook in all of Cook County!

Which is obvi an imperfect solution- Chicago needs more green stormwater infra like bioswales along the road to capture stormwater. City of Boston made a whole dept devoted to this, instead of difficult coordination between DOT, Water Management, and Parks.

Not disputing that some storm drains might be blocked by debris, but Chicago has drain flow controls to create pooling in the street! The street acts as a temporary reservoir during heavy rain so that the sewer pipes aren’t overwhelmed (which causes sewage in local waterways and basements)

Not exactly history, but “Istanbul: Memories and the city” by Orhan Pamuk is a beautiful read. And it has great pictures! But the book is as much about the emotions, psychology, and universal experiences of living in a fast-changing city as it is about Istanbul.
