the idea is roughly:
1. a single naked standardized BEM shell with lots of design tokens
2. a handful of themes applied to the shell (which themselves are small CSS files)
3. expose very common (font, color, etc) tokens as UI inputs for non-technical users
4. keep exposing the CSS input entirely
