I would focus on litigation against the federal government to rein in ICE. The courts have proven to be the most effective mechanism at curtailing the excesses of the Trump administration.

State prosecution is a complex question.
You could argue that there is a deterrent effect, but there is also the risk of significant backlash, provoking the Trump admin into strengthening federal indemnification and/or qualified immunity, plus the risks of state-federal confrontations.
