Most of them are seeking asylum. As I understand it, the US is obliged by law to consider their cases and grant them amnesty if warranted. By sending them to Panama and CR I assume they are trying to avoid having further jurisdiction over them.

Not just Panama, they are sending them to Costa Rica too. They have also been sent far from the international airport where they arrived to a migrant facility near the Panamanian border. www.nbcnews.com/news/asian-a...
