I don’t agree - the question is asking what people think a fair system would be, and there’s no reason I can see that what’s fair in Edinburgh isn’t also fair in Cardiff or London or Belfast? Obviously if you then start to talk about how to implement, devolution becomes important.

The question is ‘who SHOULD pay’ - do you think that who pays in Scotland should be different from the rest of the UK? Because I think Scottish model seems sensible, and rUK should copy?
