Lived on a lake where this was a problem. "Climate Change" isn't a tangible issue you can address right away, but (IMO more significantly) fertilizer runoff is a major contributor and can be acted on right away! The difficulty is the tangled mess of subsidies from the gov & EPA/Farmer conflicts.

Yeah, I guess I was thinking about how the combination of cold and the vacuum would allow for larger/quicker heat loss like with a radiator system. I guess it could be fun to try and design a system and see if it would work!

Doesn't seem like a terrible idea. The vacuum probably would make cooling systems very efficient!
