I'm happy to report that "Scenario 2" won't be necessary, as NASA has just communicated to us that SciX funding will continue in 2026 (albeit at a reduced level). Therefore, we will not be forcing astronomers to leave ADS, but rather develop a plan that allows a longer transition.

I say this only because if you aren’t counting on drag from earth’s atmosphere then the orbit won’t change. You will just be in a slightly elliptical orbit.

I think you want a Hohmann transfer orbit. You apply delta v (your legs) to slow down so that you are in an elliptical orbit that on its longest axis is the space station and the shortest axis is the earth’s radius. I strongly suspect you need a rocket to eat enough delta V.
