I'm using an atheros PCIe Adapter now in my gaming PC that came out of an old HP desktop. It works great! I had to rip the antenna wire out of the old case and figure out where to route the wires in the new machine.

I've had a few wifi dongles go bad on me in recent years. I always buy the cheapest ones, though. So that's probably why. 😅

It could be a shortage of available current instead. Somewhere in device manager there is a display of the current on each usb bus. Each bus is limited to 500ma. It would be strange to max it out without external hard drives or charging phones, though. You could try them with a powered hub.

There are usually electronic circuit breakers on each usb controller to protect the whole circuit from shorts. They do not reset until power is completely off. They likely saved your motherboard in this case! Do you have a multimeter?

I'd likely consider a lung x-ray too. It's possible he may have aspirated something that he's unable to get up as well. I knew a disabled man who had serious issues with sometimes aspirating small bits of food. If not cleared, they invited infection.
