He's lying. It's a negotiating position. Russia is bleeding out and Putin's only hope is a ceasefire. They hope it will be at the contact line on 20 January, and Kursk is in Russian hands then, so they can sell it to the Russian people as a W. Otherwise it's 1991 redux and the breakup of Russia.
