I advocate for and improve research data management where I am (which is Virginia Tech). And I run in big circles a lot.
And when I say 'varies', I mean that with much time and effort you might be able to get them to fix the link in the electronic version, or a corrigenda, or both.

IMHO these links are low on the concern list for journals

Sadly,yes...I know of at least two published article with DOIs in them that reference yet unpublished data in our repo. Just because a DOI link is in a manuscript doesn't mean that it's been registered or that it resolves!

Journals might be willing to help with this after publication; varies widely

Not my field of study now, but I think a)yes, the experts could tell you the sweet spot between investment in observations and its impact on forecasting accuracy, and
b)our current investment is far below that sweet spot. In fact, with staffing shortages this year, balloons went up even less
