Pete Rose was in debt to his bookies. He bet on the Reds sometimes. This signaled his bookies which times the Reds were not in the best position to win. It's kind of like owing a debt to Russia & only sometimes supporting United States' values. The rest of the time it's a direct benefit to Russia.
