And McDuffie loved running as a Democrat, until he had to run as an independent. And now he wants to be a Democrat because the Democratic nominee is likely to win the mayor's race. Yet he cooked up this scheme to remain a council member.

Bonds first took office by getting appointed by her own organization, and has has cruised to reelection by winning the plurality of the vote in the Democratic primary, where challengers split the vote in opposition. But she can't count on that with ranked choice voting.

I think the goal of set aside seats is to help ensure a single party doesn't dominate DC politics. Technically, that is what's (not) happening. But when politicians freely register and unregister as a Democrat when it's politically expedient, it calls into question if the set-aside rule works.

Anita Bonds is a Democrat and former chair of the DC Democratic party. She was appointed to an at-large council seat in 2012 by the Democratic party, after Phil Mendelson vacated it by winning the race for council chair.
