The proposal in a nutshell:
- Russian diplomats will have to notify their movement to another member state (mandatory)
- Member states will assess the notification and decide whether to allow or deny entry (voluntary)

Which means implementation is likely to be asymmetrical.

De Wever is under no illusion. During his press remarks, he made it clear he expects 25 member states to be the "maximum" number of supporters.

He assumes that Hungary and Slovakia will refuse to sign up. If they do, the Commission won't have the unanimity needed to use the EU budget as guarantee.

De Wever admitted that Trump's new policy puts a greater responsibility on Europe.

"We are in acute problems. If Europe has to pay, and only Europe has to pay, for the Ukrainians and the war, we will need a lot of money," he said. "I understand the appetite to eat the chicken now."

De Wever is annoyed by the fact that the €140 billion loan would only use the assets held at Euroclear.

"Let's eat all the chickens, not just mine. It will be a KFC moment for Europe," he said. "Mine is a big one. But there are some sizable others as well, if I'm correctly informed."

For context: Belgium houses Euroclear, the central securities depository that holds the bulk of the Russian frozen assets, which will be used to finance the €140 billion loan.

During the informal summit, Belgian PM Bart De Wever raised several legal and technical concerns.

The two motions of censure against Ursula von der Leyen will be debated *jointly* on Monday at 17.00 and voted *separately* on Thursday at 12.00, according to the agenda of the European Parliament.

The motions have been filed by Patriots for Europe and The Left, respectively.
