The legal explanation is that the documents were exempt from disclosure under FOIA Exemption 7(A). This exemption authorizes the withholding of investigation files (and related files) if their disclosure would interfere w/ enforcement proceedings. These proceedings include the trial AND all appeals.

Under FOIA exemption 7(A), the gov typically does not disclose investigation files (and related investigation files) until the conclusion of trial and all appeals. DOJ has publicly available guidance on 7(A) and the applicable case law

You are confused about subpoenas versus warrants. Subpoenas request someone provide documents or appear for testimony/statement. With a warrant, the government goes and seizes documents/evidence. Here, it is subpoena for documents. He is required to produce documents in his possession or control.
