Due to lack of agreed Rules of Procedure UNFCCC decisions have to be taken following achievement of "consensus", which does not = unanimity. Difference is if a Party presents a formal objection. Timing & ways of dealing with objections is tricky, and needs excellent chair to result in adoption.
