I suspect that confirmation in this case refers to the Christian ceremony of confirmation into the Christian faith and that *uninspired* is in the specific religious sense of not being directly *inspired by God*, i.e. not the Bible.

Reminds me of a rather charming story by André Maurois - Le Peseur d’âmes - that I read when I was younger. My efforts to find it again somewhat thwarted since an internal designer has persuaded me to sort all my books according to colour of the spine.

No doubt also requiring a rewrite of parliamentary rules and procedures and a move away from a physical chamber with two opposing sets of benches.  Cultural impacts could be profound.
