I can’t tell if US officials might try apply it at every land port (ie land crossing) regardless of origin, but I can imagine interpretation may vary. This statement from the US Commissioners is pretty illuminating on intent : www.fmc.gov/ftdo/stateme...

This is a great example of why it’s a good idea for politicians to be public and deliberate about what social media they’re on.

Yes, it’s dairy, a nod to steel and give him half a bridge. But it’s also a hand-wavy “show us respect”, which Lutnick et al have repeatedly echoed.
