DOJ 1-16.200 states “moving out of the path of the vehicle” as the reasonable alternative, so officers shouldn’t stand before cars, creating danger they shoot to stop. Policies based on it require every effort to avoid a vehicle’s path and an affirmative duty to move out.[justice +3]
