The Department vehicle shouldn't be there - having it moved right away. If you see a personal vehicle parked like that in the future, a photo of the placard number is extremely helpful. Thank you as always.

I am sorry you didn't appreciate the tone of the 311 response. We wrote over 5,000 summonses for icy conditions last week, so it is certainly not a policy to wait to investigate conditions. I apologize that we did not get to this one in time, but we will continue working to improve response time.
