Thankfully, my IRB has always been really helpful in trying to solve problems like this that arise in to atypical projects. Judging by what others post, that’s the exception rather than the rule though.

Huh. Can no supplemental forms be drawn up to describe your role in the project and verified by the other institution to be submitted along with the “official” ethics approval? Seems like both sides are being rigidly pedantic instead of collaboratively pragmatic.

On what grounds? There are federal guidelines in place with regard to data privacy/sharing laws or that regulate sharing of certain materials with certain nations.
