I wonder...was the game: True Crime New York City maybe? That game had buildings you could go into that usually only triggered during random crime events (Like the spiderman games). The True Crime games were super buggy but I don't think you could literally fall out of windows in those games.

Shell swapping is pretty easy on these things, luckily. Watch a video or read a guide on dissecting them and look for a suitable reolacement option. None will be as durable as OEM, however some people reshell their childhood consoles and sell their old shells on ebay and mercari for decently cheap.
