Both. It's not about the device. The app is linked to the app store which is american, your email or phone number is american. Even with a VPN it recognizes that your account was created on the USA server. So it won't let you in

It's because our accounts are tied to the server they were created on. I even download the APK and side loaded a different version and on a VPN it could still tell that I want allowed
