SKF said in a statement that they try their best to identify who re-sells parts, but that it's too hard to completely control it. Those who re-sell do it for profit or are in turn decieved.

Probably not licenses, but setting up prod. pipelines while cooperating on certain standards will hopefully happen soon.

Due to drone producers quick cycle time, having stockpiles is significantly less important than overall production capacity. Up capacity, cooperate and test/develop in UA.

No is the short answer. But _if_ you see them, have the training for it and are willing to risk your plane and pilots, then sure. You can probably ask Ukraine for details, they've done it and got losses too.
