Emergency Medicaid spending in 2023 cost $3.8 billion — just 0.4% of total Medicaid spending.

Now what about the $20 billion taxpayers are giving to Argentina?

We view the U.S. Constitution as a living document. The Necessary and Proper clause (also referred to as the Elastic Clause) is the mechanism. The simplicity and brilliance of it is that the authors understood that they could not predict all future issues and it would need to be updated.
