So when your choices are between "bad but tolerable" or "even worst" there is a temptation to just pick "what's worst for everyone" out of some desire to have control.

I think it's a fear of powerlessness. There are so many factors of American life that make you feel like there is no control over anything and your life can get ground to paste for no reason.
