Undoubtedly. The 75,000 EU students paying international rates and dealing with the visa and health surcharge costs/hassle proves that. Surely the numbers would rise above the current 75,000. Naively, I’d expect back up to 150,000 pre-brexit value. It’s just not a given.

In 2016 there were 140,000 EU students, 75,000 today.

Adjusted for inflation EU students were paying £12,500 for tuition.

So I’d guess the demand from EU is still there for £9.5k fees. But not clear in a wider sense if UK is still as attractive culturally and economically.

University of Portsmouth already gives discount to EU students charging them £10k. So the increased ability to recruit with an EU-UK scheme would boost their finances short term. But in a few years capping the fee below inflation will have eaten away at that revenue. 4/4

Let’s look at some specific places. University of Dundee has suffered a dramatic fall in international students and admit nearly every international student that applied. So an EU cap would halve the revenue from EU students. Widening their already large deficit. 3/4

UK gets more than it sends so this will push home students down the chain. Helping the ones at the bottom who don’t recruit many internationally and are struggling to fill spots.

But the effect on the ones in the middle will be idiosyncratic to the specific university recruitment profile. 2/4

As a loan it’s flawed. But really the mechanism is to reduce cost to government. Current estimates is that roughly 60% gets paid back.

So of the £9k cost £5k gets paid back by the tax on the graduate, £4k by rest of taxpayers. Good deal considering £7k pa cost for secondary.

Taxes are crazy complicated. Try and figure out the tax treaty status and any implications. Likely worth getting advice from professional. Universities often have lawyers who provide free legal advice.

Be aware things can be highly variable. Not just across the different states, but also different universities in the same state, and different labs in same university can be totally different. A good trusted source for local information is invaluable.
