As far as I know, ICE is not authorized to do traffic stops. Moreover, once they had her out of the car, they could easily check her belongings for ID. It is clear they did not want an answer, they wanted a detainment to make their quota.

The government need "probable cause" that a CRIME is being committed. Being in the US without documentation is NOT a crime. Is is and administrative infraction. Therefore, suspicion is not sufficient.
