Seems pretty clear this is meant to bait Democrats into voting against this. It also includes a ban on "Administering, prescribing, or dis2 pensing to an individual medications" including testosterone and puberty blocking drugs.

Thing is, ICE is already on record from Bush's time, for losing thousands of kids. There was people detained for 9 years, w/o trial. Efficiency "working right" was never really a goal of this atrocity machine.

1/ One thing that I think is getting understandably overlooked in the coverage of immigration overenforcement is just how wasteful and inefficient ICE is being even when they aren't kidnapping and caging people who should be with their families.
