You can still use record/share, just no direct transfer/upload. A capture card will obviously bypass it. No online Mii sharing (nor the drawn on custom item sharing) is very unfortunate.
Image from the Japanese Tomodachi Life: Living the Dream Website. To summarize, Mii & custom items can only be transferred locally from the host console. They cannot be passed down from there. There is no online feature for sharing Miis and custom items. Also while players can take screenshots and record videos of the game, you will not be able to directly transfer or upload them. No direct posts to social media or even to your own phone. An official Nintendo support post about Tomodachi Life: Living the Dream. To summarize, they vaguely state that Tomodachi Life is wacky but might have some very out of context situations occur that might be off putting. As such there's restrictions to Image-Sharing functions. This isn't clarified what limits. The Japanese website clarifies what those restrictions are (prior image). You will not be able to transfer console screenshots & videos to your phone nor direct upload them to social media.

Steph-0! It's a strange synth that's kind of a chimera. They have a fox tail, furry chest, bird legs, long ears with sheep fluff at the end, cotton wrists too! Black paws, scalie back, and a purple mohawk. Most of their body is red. Their face is that of a synth kind of.
