Yes some people do now have good local image generation, but note how rare they are and how much skill it takes to do well.

Spend a few hours as even a tech savvy user with civitai and comfyui trying to get static image generation running with reliably good results on your desktop and you'll get more realistic about just who "anyone" is and how far desktop hardware can take them.

In the abstract, yes. But in the particulars, running decent generative video models on desktop gaming cards is quite a ways off. We will see cheap, no rules or ethics video-as-a-service companies proliferate long before consumer hardware options are decent.

Sora is not the real problem here. The real problem is that in 12, at most 24 months, there will be a Sora clone from Tencent or Alibaba that is just as good and can be run by anybody with a 5099, at which point everyone in society needs to rapidly agree to treat all digital video as fake, period.

Yes. We have T (and enby) in the data and analyze them in work using bigger samples, but there aren't enough people in the book sample to do statistics with.
