Per @thetrace.org , Phila was able to lower its violence rate without any new laws. Not clear how preemption would have affected anything since rest of state with same laws didn’t have any violence increase like Phila did in the first place 🤔

And Phila seems to have done it by targeting root-cause issues and *not* by following the ineffective policies of harassing and jailing legal gun owners. Lessons learned there should be exported to other areas👍
