No, if would have been funded the same way the entire SSA is funded. Through payroll taxes and federal income taxes. The social security tax is only used to pay out benefits

The department exists to handle civil rights complaints related directly to the SSA. Also, social security is not only paid to retired workers. It is also paid to people with disabilities who can no longer work, and the families of deceased workers.
