Otherwise they may have been born from either Lucifer or humans committing their sin.

Viv confirmed on in a post that Satan was telling Bullshit here - indicated in the episode by Bee's and Ozzie's reaction to this line. Charlie also implied that hell was only created by the first Sin, hence it was impossible for Satan to rule before Lucifer as Lu created Hell.
