The administration's entire motivation is vindictive prosecution, not governance for the common good.
They aren't complying with discovery because if they did, it would lead to disclosure of materials that establish beyond any doubt James' case on vindictive prosecution. The sanction for noncompliance is that the court accepts this inference. The case should then be dismissed, very quickly, too.
