You need to educate yourself about e-collars — have you used them? They help bring attention back to the handler w/o harsh correction using sound, vibration and a stimulation setting that has many levels. The stim feels like ants crawling on skin - not a jolt of electricity. Knowledge > laws.

I’m not a big fan of the brachycephalic breeds, I prefer dogs with a good nose— but I must say, I have seen some very athletic Frenchies. They had no trouble getting air.
