Read the ICJ opinion issued in July 2024 -- saying they withdrew but maintaining complete control over borders, airspace, sea access so nothing or no one goes in or out without permission constitutes occupation, regardless of whatever the occupier calls it.

Hamas members live in Gaza, so yes, they are civilians there. Some of them are members of the political wing, some run schools, etc. Just like IDF members are also civilians in Israel when they are not serving & fighting.
But ya know what? If the illegal occupation ends, there's nothing to resist.
