For purely game mechanics, I don’t think JL needed a ban. My impression at the time was it was more a message to WOTC from the then-RC saying “we don’t want these commander-specific cards, stop”.

That said, they can never be unbanned, given the unreasonable backlash and dissolution of the RC.
